The primary source for IP address data is the regional Internet registries.  There are a number of geolocation databases from country to city level.  Google is using one of these sources to translate an IP address to a physical location.  Here you can see the result of this translation.

If the database does not have an accurate record of the IP address to determine the location, you will see “It looks like Google can not determine your IP-based location”.
